I get "Cannot open file "services.cnf" for writing a new website.

[Frustrated]

When I try to open a new web to build on my computer, I receive "Cannot open
file "services.cnf" for writing. My software is Upgrade 2002 (from FrontPage
98)

I uninstalled FrontPage 98 and reinstalled FrontPage 98 and Upgrade 2002.

Did you per chance copy (from a CD) the folder (or any files in it) that you are trying to open as a new disc based site?
If so, the folder may be set to read only (remove all read only attributes from the folder in Windows Explorer)
If not, try finding and deleting the file services.cnf
Or try opening the new site at a different new folder - say C:\MyWeb
