I get message you don't have permission to send on behalf

Hi,

I have Exchange 2003 SP2 and Outlook 2003 SP3. lately when I try to send any
message even to myself, I get the popup message stating that I do not have
permission to send on behalf of the specified user.
If I use my BlackBerry or Owa, I have no problem.
If I use test user profile in Outlook it works fine.
I did remove Outlook and install it again, and create a new Outlook profile.
Same problem.
I have no rules, no send on behalf settings.
Any ideas?
