Hi,
You might have a message that is blocking your account from being able to receive mail. If you are able to check your email account through webmail, check to see if there are any large
message there (It can be above 1MB). If you find any such emails, delete them & see if outlook receives mail now.
If that doesn't help, you might try temporarily uninstalling your anti-virus or firewall programs to see if they are responsible for blocking incoming messages.
