I must repair my email account after every reboot

I use Outlook 2007 with Vistas OS. My email does not send the ffirst time I
open Outlook after rebooting. After I repair the email account it works fine
even if I close Outlook then open it later. During the repair it contacts
the server OK but can not logon. Next step successfully repairs the account
reportedly using an unencrypted connection. My account is not, never has
been, set up as an encrypted connection. How can I correct this?
