I need a document template from a given set of rules, anyone help

I am beginning a course where documents MUST be presented to a certain
format, and I'm worried that I'll miss something - so I am trying to set up a
template for all my work following these guidelines:

Document should be double spaced with margins of 3cm on both left and right
of page in 12 point Times New Roman.
First line of every paragraph should be indented, with the exception of the
first in each chapter or section.
There should be no space between paragraphs, as a line space between
paragraphs indicates a section break - a change of scene or viwpoint to show
that time has passed..
Each person's speech should begin a new paragraph - indented of course.
Use single quotation marks for all speech and quoted words, except where
they occur within another pair.

I have tried, but I am unable to set up a template that will cover this,
does anyone out there know if it can be done?

When you create your template, go to File | Page Setup and set the
appropriate margins. For the double spacing, you could modify the Normal
style, but I don't recommend this. Use Body Text instead, changing the line
spacing to Double and removing the 6 points Space After. Format the default
empty paragraph in the template as Body Text.

First line of every paragraph should be indented, with the exception of the
first in each chapter or section.

In addition to the Body Text style, modify the Body Text First Indent style
to have the desired indent (the default indent is probably smaller than you
want) and make sure it is also double-spaced. Assuming you are using a
heading style for your chapter or section titles, define Body Text (rather
than Normal) as the "Style for following paragraph" of the heading style,
and make Body Text First Indent the following style for Body Text.

I usually define a Body Text Space Before style to use when extra space is
needed.
