I need help to create this layout

I need help with creating a similar layout.

Basically, I need how the content is structured.
It goes from top to bottom of the left hand, and then coming back to the top
of the right hand, and goes all the down.

If you look at it, you know what I mean, for example, pg 2 of the pdf
