i need to know how can i create business cards like these ones

theyre beautiful but dont know if i can use publisher or is it another
program?

where can i get those girly themes?

Yes, they could be done with Publisher. Those themes were developed by that
site's owner who is in the business. You really only have two choices: pay
her prices and allow her to create those cards for you or start playing with
the program and develop your own cards.

(Did you notice the statement at the bottom of her site: IMAGERY IS NOT
AVAILABLE FOR FREE COMMECIAL USE OR DOWNLOAD. Ignoring the spelling error,
she doesn't seem like she's willing to sell you a template. )
