I need to allow another program to send mail via outlook, how?

I am using a program to monitor the HVAC controls in our office. I have
everything set up but I am having a problem in outlook. It should just send
the email but I am getting an error telling me that this is happening and it
asks if I want to allow it and for how long. This needs to happen without my
intervention because I may not be here when there is an alarm. I have been
able to get another computer with outlook 2003 to work. I cannot figure out
how to get this computer with outlook 2002 to do the same. I remember a
checkbox on the other computer that I had to change to allow this to occur
but I cannot find it now.

Please help?
