I put a star before my title and after my title. It looked exactly like I
wanted it to but print previes showed the stars in different places

What version of Word, what are the steps you used to insert a 'star' and what view are you working in, in Word?

When you say 'different places', are you talking about slightly moved, or they're at the top and bottom of the page, or ???
