If the file has been saved a s aTIF file then it is an image and not a file
that excel is capable of opening. Find the file in Windows explorer and
just double click it, or if you really want to see it in excel, then in a
worksheet use Insert / Picture / From File then find and select that file
and hit OK.

Excel is a spreadsheet program, not a graphics viewer. Double-click on the
..tif file to see it in the image viewer app.
