I use Outlook 2007 but my toolbars are Outlook 2003

I use Office/Outlook 2007. I don't know what's happened but my Outlook UI
now resembles Outlook 2003 - toolbars with no ribbon, etc. all other apps
are ok. And look, its only in the Inbox view that the toolbars resemble 2003.
If I do a Reply or Forward, the toolbars are in the 2007 format! I have
tried everything - including a complete reinstall of Outlook 2007. I want my
toolbars and UI to return to that of Outlook 2007 - with the ribbon, etc.

Sorry to break this to you, but Office Outlook 2007 has never had the ribbon
User Interface. Office Publisher doesn't have the ribbon either.
