I: Utilizing non-standard graphs

I recently saw (did not get a chance to work with) a workbook with a
'Speedometer" type graph. It was based on %. I don't know if it was an
image of a graph so I was wondering if it could be done, if so HOW????? Is
there a tutorial or something?
