i want a pop up box to appear when hovering over a picture

I word, i would like to be able to roll the mouse over apicture and a text
box to pop up where i can add in quotes etc, any ideason hw i can do this? or

You can select the text or picture (if it's in-line with the text) then insert a
Comment. Put the text in the Comment.
