I want the Review Toolbar to open by default

I make the change in customize toolbars and menus, but when the word reopens, only the standard and formatting toolbars appear. Is there a way to have the Review toolbar open at startup? Thanks.

Yes: Open a document that contains tracked changes or comments :)

Otherwise: No. The default is to hid unneeded toolbars at startup.

You can add a button for it on your toolbar, using Tools>Customise...

Or I suppose you could add a Comment to your Normal template. That's ugly,
but it would work :)
