Sorry, it is not possible.

If you want people who doesn't have Access software to be able to run your
ADP, you need the Microsoft Office Developer's Edition to create an
installation package that install your ADP / ADE and the Access Run-time
files on the target PCs so that users can use your ADP / ADE (since they now
have the Access Run-Time version installed on their PCs).
