I want to create a ledger size bi-fold newsletter

I do not find a newsletter layout for using a ledger size paper with a fold
in the middle. I also want to use columns in each page of text. Am I asking
too much of publisher? I am new to publisher and would apprediate any help I
can get.

I do believe ledger size paper is the same as tabloid or 11" x 17" or 279 × 432 mm
