I want to create a numbered outline w/in a table but everytime it.

I cannot create a numbered outline within a table everytime hit tab it jump
to a different cell. Here is an example:
1. I am creating my outline in a table I come to the end of my first heading
I hit enter and it continues the list with...
2. Now I would like to start a sub-category at this point so I would
normally hit tab to get it to indent and automatically continue the list with
a. but it jumps to the next cell instead.

How can I change the formatting to correct this?
