I want to implement ULS, one Q?

I want to implement ULS correctly then
casual users will not be able to import any of your objects, including
tables.
Could anyone send me just one secured database with this tehnique, so I coud
look at a bit.

Sorry, but you have zero chance of learning ULS like that.

You need to obtain and follow a written list of detailed instructions,
adding & omitting nothing. The slightest deviation can cause your
database to be unsecure.
