I want to remove wheel scrolling of data in forms.

I note that users can scroll through data in forms and I am concerned about
the security of data so want to switch off wheel mouse scrolling. Also I have
a form field for each salesman and want that salesman only to update their
data. Users should have read only for the individual data they create in the
form.

Any ideas on both items?
