I want to number the body of a report using Page x of y, but I can't figure
out how to exclude front material such as cover and toc from the total number
of pages y.
The first step is to separate the front matter from the rest of the
document with a section break, as described in these articles:

Assuming that the rest of the document is a single section, you can
then replace the {NUMPAGES} field that displays the "y" value with a
{SECTIONPAGES} field. To do that, right-click the field and choose
Edit Field. In the dialog, choose SectionPages in the list and click
OK.
If the rest of the document consists of multiple sections, you can
work around it as follows: Insert a bookmark on the last numbered page
of the document. Now click the "y" number and choose Edit Field,
choose PageRef from the list, and choose the bookmark name in the
second column of the dialog. Click OK. If the document is edited
later, be careful not to delete the bookmark or to add more material
after it -- keep it on the last page.
