I would like to download and install active x, un-able to?

Active X wouldn't load to install so I could get up-dates on office windows
for micro-soft 2000 ME. I fallowed all the direstions for the failure to
istall and still can't get it to load. Please tell me (if you would please)
step by step what to do now?
