IE 6 Doesn't Display Powerpoint File Links

Running IE 6.1.2900.2180 and Powerpoint 2002 SP3 on XP Media Center
2002 SP2 on an HP Pavilion a1350n. Can download ppt links from IE by
right clicking as expected. When I left click on the link, the File
Download window opens as expected. If I select the "Save" button, the
file is downloaded and saved properly.

Here's where the problem comes in. When I select the "Open" button, it
looks like the file is downloaded (if it's a large one, the progress
bar is activated), but then nothing happens. Sometimes I notice a
message being flashed in the IE window, but it's too brief to see.
I've tried turning popups on and off with no change in behavior. I've
tried about 20 different .ppt links, all with the same results.
Firefox works fine with all the same links.

Other file types, like Word, Excel, and Postscript, are displayed as
expected. I've checked the .ppt file association settings in the
Windows Explorer-Folder Options-File Types menu, and it matches the
settings on other computers where the problem does not exist.
Specifically, the "Open" action is set to "C:\Program Files\Microsoft
Office\Office10\POWERPNT.EXE" "%1" with "Use DDE" selected.

Any ideas?
