IE and Outlook Toolbar Lock

In Outlook 2003 the tool bars seem to randomly appear in differnt places each
time I open Outlook. Is there anyway to lock them down so they don't move?

In IE 6, there is an Option to Lock the Toolbars, but it does not seem to
really do anything. Like Outlook 2003, the tool bars seem to randomly appear
in different places each time I open IE 6. Any ideas?
