IE does not allow pre session cookies

A user gets the following message when accessing PWA: You cannot be logged on
because your security setting in Internet Explorer does not allow pre session
cookies. Enable pre session cookies and try to log on again.

I got the recommended settings for cookies from Google, confirmed the
settings are correct and it still failed. How do we fix this?

If you're using a virtual directory, ensure that there are no
underscore/dashes in the name; if so, you'll need to add the directory under
a new name.

Also make sure that all the required active x controls are set to
enable/prompt in the I.E settings.
The URL should be under trusted sites as well
