IE7 | can't open links | GPO?

Dear all
I am currently running IE7 on a Windows XP machine within a 2003 Server
environment.
Previous to upgrading to IE7, if I clicked a link in another program, eg
Outlook XP email, I would be taken to the webpage. Now, I receive an error
message "This operation has been cancelled due to restrictions in effect on
this computer". We have a Group Policy which restricts anything from running
unless it is listed under "Run only allowed Windows applications" -
iexplore.exe is in this list.
I can confirm that I don't receive the error when I remove GPO restrictions
from the user account. I further note that I *don't* receive any error or
problems when accessing links from within an Adobe Acrobat form which makes
me think the problem relates to IE7 and Office XP. Does IE7 run different dll
files to IE6 that I would need to register with the GPO?
If anyone else has come across this problem I would love to hear any tips
you might have for resolving the issue.

The problem also occurs when trying to access links saved as desktop
shortcuts. Apologies for cross-posting to Office. If anyone can help I would
really appreciate it :)

What does that mean? Can you give an example of how you use
that information?

FYI in general I would say that IE7 has switched functionality from
shdocvw.dll to ieframe.dll. E.g. several res: files which used to be
found in shdoclc.dll are now found in ieframe.dll. However, the only
instance of ieframe.dll I can see in Filetype open action commands
is the one for ftype InternetShortcut and that is associated with
file extension .URL. Otherwise all Filetypes with htm in them
still have the same open actions they have always had. So, since the
file and path are the same the only way of differentiating the IE7 from
the IE6 version would be by using other module properties such as
version, size, checksum, etc. If you are going that far in checking
whether a module is "approved" or not, then, yes, you might have
to re-register some.

If anyone else has come across this problem I would love to hear any tips
you might have for resolving the issue.


Use ProcMon highlighting Policies to see what is going on?

Here is the fix (took me hours and hours to find)

Go to the registry (start -> run -> regedit)

Navigate t
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\htmlfile\shell\open\command an
change the Value from "C:\Program Files\Internet Explorer\IEXPLORE.EXE
-nohome to "C:\Program Files\Internet Explorer\iexplore.exe" -nohome

Yes, changing from uppercase to lowercase makes all the difference i
the world. Don't know why this works, but it does.
