IE7 Links Toolbar Disappears When Opening a New Tab

I am using IE7 at home and at work. I have my Links Toolbar set to display on
both computers. When I open a new tab on my work computer, the Links Toolbar
disappears. This does not happen on my home computer. I use Office 2003 on
both computers. My home computer runs on XP SP2 operating system. My work
computer uses the Novell OS. What is making the toolbar disappear on my work
computer when I open a new tab?
