I'm trying to tell excel to conditionally format rows
based on a text entry. For example, if cell E52
has "grover" entered in it, then cell D52 will be in the
format of ###,###. If not, then nothing happens.

You cannot change or assign formatting of that type using Conditional
Formatting. You are limited to font color, underline, bold, italic, and cell
borders. Further, you cannot change a third cell by applying conditional
formatting in the first cell to evaluate the contents of a second cell.
Perhaps you'd better just have a another peek at Help for CF or think of
another way to do this.
