does this mean I am not connected or that the project is already
enterprise'd?

and if it means that I am already enterprised, then why do I get the error
that I can create a team from the project view because the project isn't
enterprise?

If you are not logged into Project Server through Microsoft Project
Professional, then no enterprise features will be available to you. These
include the Build Team from Enterprise dialog, the Resource Substitution
wizard, and the Import Project to Enterprise wizard. Refer to the following
FAQs for the steps required to create and use a Project Server login account
for either the Administrator or a project manager in Microsoft Project
