If/then function based on percentage

I desperately need help creating a calculated function for the following
example:

4% of total if less than $19.99
4% of total up to $19.99, plus 1.5% of total over $19.99

For example: If total is $25.00, then the calculated field should show $.88
(4% of $19.99 and 1.5% of $5.01).

Can someone please help me???? I'm driving myself crazy trying to figure it
out. Thanks!!!
