If this is possible, where should I begin?

Greetings,

I want to build an office solution, but don't know where to begin, and which
way to go so that I don't hit a brick wall and realize it can't be done.
I'll explain where I am, and someone tell me if I need to change my approach.
Here's my goal:

I want to build a solution whereby employees submit a request to have an
item added to our LMS online catalog. They will supply all the information
needed and attach any relevant documents. The request should be routed to the
proper individuals automatically (or shared mailbox), assign a task for those
individuals to perform, automatically reply to the requestor with a
confirmation and an estimated time of completion. Based on the information
they supplied, the reply should include information on how they should
proceed (with instructions) and who to contact for questions. If they
indicated the need for assistance/coaching, then an appointment is added to
their calendar and to the coach's calendar and their confirmation will
indicate a coaching session has been scheduled. When the task is complete, a
notification is sent to the requestor with a link to access the catalog.
Perhaps the coaching session should be scheduled at this time instead of
earlier, I'm open for suggestions.

The technician's time to complete the task should be reported to an excel
spreadsheet where all other technicians' time will also be reported. Also,
the coach's time should be reported to the same spreadsheet.

So, it's a lot huh? I know. But I think it's possible. I already started a
form begining with the standard Task form. But should I have gone with a
message form?

Now, into which Forum should I go from here? What form/fields should I avoid
using? Where should I publish the form? How do I distribute the form to the
requestors? (I'm thinking during their classroom training). Am I crazy?

Any advice/direction would be much appreciated.
