Ignored Dialing Rules w/Outlook BCM and Fax

I use QuickBooks to fax invoices to clients. Using the Windows XP Pro with
all the usual updates, I attempt to use the Windows fax function. I am able
to go through the print/fax process, find the contact in BCM, insert the fax
number, but the dialing rules are ignored. If I am dialing long distance, I
must manually insert the number "1" in front of the business fax number
inserted from BCM. I've tried several configurations of the dialing rules to
no avail.

What is happening here?
