Im planning to purchase Outlook 2007 with Business Contact Manager.
I would like to ask if I can synchronize my contacts to my Blackberry phone
using Outlook.

Don't do it! At least before you do a lot of research on Business Contact
Manager.
You can easily sync Contacts in Outlook with Blackberry. BCM is a terrible
CRM. Uses enormous resources, not great functionality. Unless you need to
track sales data, Outlook is just as good. If you really need a CRM, find one
specific to your industry.

Well, BCM looks great on the box, but it will most probably be a big
disapointment. Just use plain oulook (BCM is an extra program which seems to
integrate with outlook, but lacks integration on the most important part
(contacts).
AFAIK blackbarry can sync with outlook.
