image border doesn't display

I'm inserting jpg graphics and then putting a box border around each. Sometimes one or more lines of the border won't display. It seems to be arbitrary; sometimes it's the top line, sometimes it's the right side line. Can someone help me? I seem to remember having this problem in the past. (The lines of the border are nowhere near the top, bottom, or side margins.
