Image in a table won't layer

I'm using Word 2003 SP2. I've inserted a .jpg image into a table. When I
double click the image, I get the Format Picture dialog box. In the Format
Picture dialog box, on the Layout tab, I have to use "In line with text" or
the image disappears. That's my first problem, because I can't send it to the
back.

Ultimately, what I want is to draw a circle around an area of the object to
highlight it. When I use the circle or rectangle drawing object (without
fill) and I drag it over the image, the circle or square disappears. As long
as a majority of the circle or rectangle is hangout outside of the picture, I
can move the circle or rectangle around.

This is all very strange. Are your table cells absolutely empty before you
place your jpg?

As an alternative, try drawing a rectangle with No Line Color and Fill with
a picture. What happens then

You are probably working in Normal view. You need to switch to Print
Layout view. Then change the .jpg image's text wrapping to something
other than "inline with text", and the image won't disappear, and you'll
be able to send the image to the back.
