Image in HTML messages

When I insert any image into any HTML message, save this image in "Drafts"
folder and later open the same message for further editing, every image
seems to be converted into JPEG at a very low quality.
How can I prevent this? How can I control the quality/size/type (e.g. GIF,
PNG, JPG) of the inserted images?
I'm using Outlook 2003 with Word 2003 as message editor.
