Image not displaying?

Outlook is not displaying images?!

I have one user who when viewing emails cannot see the image that has been
sent (any image). it has a little red X kinda like it was un-downloadable..
however, if I copy and paste the image, or reply/forward the email I can see
it just fine.

I run a windows 2000 terminal server, and out of 30 users he's the only one
with this problem, and as far as I can tell his settings are comparable to
my own.

This is usually resolved by clearing out the OLK* folder under Temporary
Internet Files.
