Image placeholders in the body of the mail message instead of the actual image: Outlook 2003

Gurus,

Running Outlook 2003. Sometimes when I read emails I see image placeholders
in the body of the message instead of the actual image and I am not reading
in Plain Text I am reading in HTML. Any ideas on how to fix this problem?
