image swap and layer

I have an image that I would like to swap with a layer that has a picture in
it.
When I hover over the image I would like this layer(with the pic in it) to
come up.
What is the best way for this to happen.

Change the layer's visibility property to "visible" on mouse over. Use the
Change Property behavior (FP2003).
