Image Web text in accessible PDF file

I am trying to create an accessible PDF file from an accessible PowerPoint
presentation. I understand that a screen reader will read the text associated
with an image (in the Web property) inside PowerPoint, but when I create a
PDF file (using Adobe Acrobat Professional 6.0), the images do not have
associated text. The PDF file is tagged, and includes tags for the images
(which are called figure tags), but there is no text property to contain the
Web text (alt text) from the PowerPoint presentation.

I have read that this issue occurs with PowerPoint-generated HTML ("Unlike
regular alt-text, web text (PowerPoint's version of alt-text) will not show
up on mouse-over when PowerPoint is converted to HTML." See:

I'm wondering if this is the same issue with PDF. Also, this is an issue
that has been around for years, so I'm wondering if anyone has found any kind
of solution, short of manually entering all of the web/alt text into the
generated tagged PDF file (and having to do it all over again if the PDF file
must be regenerated for some reason).

Any ideas?
