Images do not appear in form

I have created a form with Rich Text boxes. Users are supposed to insert
images into the Rich Text boxes. When I published the form, and a user
filled out the form, they can see the images. However, no one else who opens
the form can see them. Can someone help?

Is this a normal form or a web form?

It is a normal form. I checked the Form Options this AM to confirm - "Design
a form template that can be opened in a browser or Infopath" is *not* checked.

On the Display tab of the Rich Text Box Properties dialog box, which box is
checked?
[ ] Embedded Images
[ ] Linked Images
