Images move away when close together in Word

When postioning JPGs close together in a page, one or more other images on
this page will move elsewhere on page. Keep having to adjust. Have tried
turning off/on "Allow overlap" etc to no avail.
Also happens when pasting onto Table.

Apply text wrapping (dog icon) to both pictures then you can move them about
more freely.
