Images over text in Email Message

I am trying to send out emails in Outlook 2003 with the picture over the
text. I select the option in the Picture Options to put over text. But when
it actually sends out, the image is not on top of the text. It is above the
entire paragraph.

Is there away keep the html formatting in an email?

You need to use HTML Stationary to do that.

I am confused, the picture is a circle that we want to put over the text (it
is transparent), so each time we send something out it changes? Should I
still use stationary?
