Immovable margins in table cells

I have tables cut and pasted from Xcel. Many of the tables have a margin that I haven't been able to change. It isn't affected by Table properties/Options.

The indents of the Tablecell style are relative to this immovable margin and I can make them look right by using a negative indent.

I can't grab the margin line in the Horizontal rule, either.

If I cut and paste into a new table, the problem doesn't show. Lot's of tables, though, and I'd hate to have to cut and paste the whole document.

I often find such things when I work with tables. The
best suggestion I have is to go into Table Properties >
Cell > Options (or Table > Options, if you want to change
the whole table) and set the indents there. For some
reason it doesn't always work using the ruler (there are
many such bugs). Details depend on your version of Word.

Been trying the properties to no avail. Will see what I can do to strip it of all formatting first, then try again.
