implementing S/MIME control in Outlook 2003

I want to be able to drag and drop attachments using
Oulook 2003 web access. When I go to help it says that I
need to implement S/MIME control. I've looked all over
for instructions and can't find any help. Is there
anyone who knows what I'm talking about and can help?
