I am trying to import a file with the extension of .fdb. I understand that
in earlier versions of access you could import this type of file. Can you do
this in 2007?

To my knowledge there never was any file with the extension .fdb that could
be imported, and I've been using Access since version 1.0. Perhaps you meant
..dbf, which is the dBase and FoxPro format? That format is still importable
in some version, you would need to know which dbf version database that you
are importing.

You can import files with any extension. The important thing is what
format the file is in. What program created this file?
If you google for "extension fdb" you may find some hits as well.
