import address

I want to import address to outlook 97 using window 98.
I choose import a file and destination is the "contacts"
folder.
Then it said:
An error has occurred in the Microsoft Outlook translator
while initializing a translator to build a field map.
Internal error: Unable to load File Access Engine (.FAE)
DLL, additional Outlook translators can be installed from
the ValuPack.

Now what shd I do?
