Import and change tag data of hyperlinked files

Is it possible to import and change file tag data of files that are
hyperlinked in an excel speadsheet?

(Why do I want this? I am trying to set up a document management
system, using Excel, that helps me to conform to requirements of the
ISO9001 standard for quality management sytems)
