Import and Export Error

I am trying to import a file and get the message "The
ordinal 17 could not be located in the dynamic link
library MAPI32.dll" I click ok then get the message "The
Import and Export command is not available. Run Outlook
Setup again to configure Import and Export Correctly" I
have reinstalled Outlook a number of times and also added
the import and export components but nothing seems to
work.
