import and export missing under file in Outlook.

I read most of the answers and no help. Import and export is not under the
file menu. It is on my other computer with 2007.
I have run a full repair under add/remove with the change repair. Used
office tools diagnostics. It is not there. I considered removing and
reinstalling.
When I put in the original disc it shows set up error and reads:
ProPlusr.WW/OSETUP.DLL digital signiture does not validate or is not present
