Import ASCII Char 31 delimited file

We are trying to import a text file that is delimited by ASCII charter 31
(unit separator) into Access 2003. The import wizard will not allow us to
enter the delimiter when we select Other and try to put the character in the
box next to it. We tried entering the character using Ctrl+_ and copy/paste
from the file with no success. Is there a way to import a file into Access
2003 via the Import Wizard that uses a non-printable character as the field
delimiter? If not, is it possible to code an import process that will
recognize this character?
